नक्कली लुम्बिनी बनाउने भारतीय प्रयासमा तुषारापात

तिलौराकोटमुनी शहरको अबशेष भेटियो

१७ माघ, काठमाडौं । बुद्ध भारतमा जन्मिएको देखाउन उत्तर प्रदेशको अलिगढवामा नक्कली लुम्बिनी बनाइरहेको भारतको प्रयास ‘वालुवामा पानी’ सावित हुने भएको छ ।

हालै एक बेलायती बिश्वबिद्यालयले गरेको अनुसन्धानमा कपिलवस्तुको तिलौराकोटमा बुद्धकालीन सहर नै रहेको पत्ता लागेपछि बुद्धलाई आफ्नै पेवा बनाउने भारतीय प्रयास ब्रेक लागेको हो । हजारौँ वर्ष पुराना पुरातात्विक महत्वका संरचना पत्ता लगाउन सक्ने अत्याधुनिक प्रबिधि प्रयोग गरी जहाजबाट गरिएको एक्स-रेले तिलौराकोटमुनि सहर नै रहेको पत्ता लागेको हो । बेलायती विश्वविद्यालय डरहामका विशेषज्ञले हवाईजहाजबाट गरेको अनुसन्धानले तिलौराकोटको भूगर्भमा दरबार, ४ लेनको सडक, दुईतिर घर, सहर र उद्यानसमेत आधा किमि लम्बाइको व्यवस्थित बस्ती रहेको पुष्टि गरेको छ ।

एक महिनाअघि गरिएको अनुसन्धानबाट अहिलेसम्म पनि उपर्युक्त संरचना तिलौराकोटमा विद्यमान रहेको वेलायती टोलीले पत्ता लगाएको हो । उत्खनन नगरी बाहिरबाट हेर्दा नै यति धेरै संरचना पत्ता लागेकाले उत्खनन गर्दा अरू प्रशस्तै ऐतिहासिक सामग्री पाइने आशा गरिएको छ ।

त्यहाँ पाइने इँटालगायतका अन्य सामग्रीबाट पनि तिनीहरू कति सय वर्ष पुराना हुन् भनी पत्ता लगाउन सकिन्छ । बुद्धकालीन वा सोभन्दा पुरानो सहर, दरबार र अन्य संरचना जस्ताको तस्तै उत्खनन गरी प्रदर्शनयोग्य बनाउन ५ वर्ष लाग्ने अनुसन्धानमा संलग्नहरुले जनाएका छन् । यसअनुसार, ३ वर्ष उत्खनन, एक वर्ष संग्रहालयका रूपमा व्यवस्थापन र अर्को एक वर्षमा विश्वसामु यसको सार्वजनिकीकरण गरिने कार्यक्रम छ ।

India puts off border pillar reconstruction

Indian officials have abruptly halted reconstruction of dilapidated border pillars on the bordering areas in Kanchanpur.

Armed Police Force SP Man Bahadur Rajali Magar of Kanchanpur Border Security Force said Indian officials have halted reconstruction of border pillars without informing their Nepali counterparts.

Though construction of some subsidiary border pillars at bordering Parsan VDC is complete, border pillars have not been constructed in other areas.

A meeting of Nepali and Indian security officials lat year had agreed to reconstruct dilapidated border pillars.

The agreement states that India will reconstruct border pillars bearing even numbers and Nepal having odd numbers.

The Government of India and the Government of Nepal recognizing the ancient ties which have happily eisted between the two countries for cenuries.

Desiring still furthere to strengthen and develop these ties and to perpetuate peace between two countries.

Nepal – Britain Friendship Treaty 21 December 1923

Treaty of Friendship between Great Britain and Nepal signed at Kathmandu, 21st December 1923, and Note bearing the same date respecting the importation of Arms and Ammunition into Nepal – 1923.
( Exchange of ratifications took place at Kathmandu on the 8th April 1925)

TREATY
Whereas space and friendship have now existed between the British Government and the Government of Nepal since the signing of the Treaty of Segowlie on the 2nd day of December 1815; and whereas since that date the Government of Nepal has ever displayed its true friendship for the British Government and the British Government has as constantly shown its good-will towards the Government of Nepal; and whereas the government of both the countries are now desirous of still further strengthening and cementing the good relations and friendship which have subsisted between them for more than a century; the two High Contracting Parties having resolved to conclude a new treaty of Friendship have agreed upon the following Article:-

Article I:
There shall be perpetual peace and friendship between the Governments of Great Britain and Nepal, and the two Governments agree mutually acknowledge and respect each other’s independence both internal and external.

Article II:
All previous treaties, agreements and engagements, since and including the Treaty of Segowlie of 1815, which have been concluded between the two Government are hereby conformed, except so far as they may be altered by the present Treaty. Read the rest of this entry »

अनमिनको बहिर्गमनपछाडिको एउटा कारण भारतको चलखेल हो । उसले अनमिन फिर्ता बोलाउन अमेरिकालाई बारम्बार ताकेता गर्‍यो, दबाब दियो । ‘यदि दक्षिण एसियाली सुरक्षा अप्रत्यक्ष रूपमा मेरो टावरमा रहन्छ भने नेपालबाट अनमिन फिर्ता हुनुपर्छ’ भन्ने भारतीय दबाबका कारण ऊ बाहिरियो । अहिले हतियार बोकेको एउटा समूह क्यान्टोन्मेन्टमा छ । त्यो समूह देशमा विभिन्न ठाउँमा छरिएर रहेको छ । यसैगरी अर्को एउटा सैन्य शक्ति छ, जसले लोकतन्त्रीकरणको प्रक्रियाको चरण गुजार्न बाँकी छ भनेर अनमिनले पटक-पटक भन्दै आएको थियो । त्यो शक्ति देशका विभिन्न ब्यारेकहरूमा छ । यस्तो अवस्थामा नेपालको राजनीतिले मात्रै यसलाई कति दिनसम्म धान्न सक्ला ? उनीहरूको व्यवस्थापन, समायोजन, रेखदेखको कुरामा अलिकतिमात्रै तलमाथि पर्‍यो भने विद्रोही स्वभावका जनसेनामा बिष्फोट हुन सक्ने सम्भावना पनि उत्तिकै छ ।

चार वर्षको बसाइपछि औपचारिक रूपमा अनमिनको बहिर्गमन भयो । क्यान्टोन्मेन्टमा बसेका अनमिनद्वारा अयोग्य ठहर्‍याइएका लडाकालाई ‘अयोग्य’ भन्ने अधिकार अब नेपाल सरकारलाई हुन्छ कि हुँदैन ? अनमिनलाई नेपालबाट फिर्ता पठाउन जे-जति उपायहरू सरकारी प्रयत्नबाट गरिए, त्यसले नेपालको कूटनीति, शान्ति र राजनीतिमा कस्तो असर पार्ला ?

बीस वर्षमा एउटा मात्र बैठक, परिणाम शून्य

भारतीय सचिव निरूपमा रावले सुपुर्दगी सन्धि, सीमापार अपराधलगायतका विषयमा आफ्ना चासो राखेकी छिन् । नेपाल सरकारले न सुपुर्दगी सन्धि किन नगर्ने भनेर जवाफ दिन सक्यो न १९५० को सन्धि खारेज किन गर्ने भनेर प्रस्ताव राख्न सक्यो ।

काठमाडौं, ५ माघ: नेपाल र भारतबीच सन् १९५० को शान्ति तथा मैत्री सन्धि पुनरावलोकन वा खारेजीबारे नेपालमा ०४६ को जनआन्दोलनपछि सबैभन्दा बढी चर्चामा छ । तर, त्यही विषयलाई लिएर बीस वर्षको अवधिमा नेपाल-भारतबीच सन् २००१ मा एकपटक मात्रै परराष्ट्रसचिवस्तरीय बैठक बसेको छ । तर, त्यसबाहेक दुईपक्षीय बैठक बस्न सकेको छैन ।

०४६ सालयता भारत भ्रमणमा गएका धेरै प्रधानमन्त्री सन्धिको पुनरावलोकनका लागि थप छलफल गर्ने लिखित सहमति गरेर फर्केका छन् । ०४६ र ०६३ का जनआन्दोलनलगत्तै गठित शक्तिशाली सरकारका नेतृत्वकर्ता प्रधानमन्त्रीहरू छिमेकी भारत जाँदा १९५० को सन्धिबारे भने कुनै पनि छलफल भएन ।

पहिलो जनआन्दोलनपछिका प्रधानमन्त्री कृष्णप्रसाद भट्टराई जनवरी ८-१०, १९९० मा नयाँदिल्लीको पाहुना बनेर जाँदा त्यहाँका प्रधानमन्त्री भिपी सिंहसँगको भेटवार्तापछि जारी संयुक्त विज्ञप्तिमा भनियो, ‘दुवै प्रधानमन्त्रीबीच नेपाल र भारतले एक-अर्काका सुरक्षा चासोलाई सम्मान गर्ने सहमति भयो । यस सन्दर्भमा दुवै पक्षले एक-अर्काको सुरक्षाविरुद्ध आफ्नो भूमि प्रयोग हुन दिने छैनन् । दुवै मुलुकबीच त्यस्ता प्रतिरक्षात्मक विषयहरूबारे साझा सहमतिमा पुग्नका लागि निरन्तर छलफल हुनेछ ।’ Read the rest of this entry »

The new draft shows China’s desire to improve ties with Nepal through its heritage institutions

KATHMANDU, DEC 06 – In a bid to redefine bilateral relations in line with the changed political context of Nepal, China has handed a draft of the new Nepal-China Cultural Cooperation Treaty.

The three-page draft treaty given to Culture Minister Minendra Rijal by visiting Chinese Culture Minister Cai Wu in a bilateral meeting at the Ministry of Culture on Sunday is expected to replace the existing Nepal-China Cultural Cooperation Agreement of 1999. The move comes a year after the northern neighbour offered a renewal of the Nepal-China Peace and Friendship Treaty of 1960. The 1999 Cultural Cooperation Agreement had replaced the first 1964 agreement on Sino-Nepalese Cultural cooperation.

Visiting Chinese Cultural Minister Cai is regarded an influential leader in the Chinese Communist Party. “He (Cai) handed over the copy of the new treaty to our minister. We will address the Chinese offer with due respect later,” Secretary to the Ministry of Culture Mod Raj Dotel said after the meeting.

Cai is here on a three-day trip. “I am here to give momentum to the Nepal-China cultural exchanges and boost the bilateral development partnership,” said Cai after his arrival at Tribhuvan International Airport.

The new draft shows China’s desire to improve ties through its heritage institutions like the Confucius Center as well as exchanges of official and non official trips, tourism promotion and diplomacy deliberations since the last one decade, said an official at the culture ministry.

The new proposal includes exchanges in literature, art, broadcasting, science, religion, photography, publications and education. Sources said the Chinese side has also offered to increase its annual educational scholarship quota to Nepali citizens from its current quantum of 100 to 200.

It has also offered to increase the number of tourists coming to Nepal significantly. “It offers more exchanges and cooperation on the cultural front, reflecting new political dimensions of Nepal,” said an official.

It has also offered to provide scholarships to Nepali bureaucrats, including those from the military and non-military fields. The Nepali side has offered to build a Buddhist Circuit around the birthplace of Gautam Buddha in Kapilvastu, Rupandehi and Nawalparasi districts to attract Buddhist tourists to Nepal. Sources said the Chinese side has responded to this proposal positively and that the visiting Chinese minister will visit Lumbini to inspect the prospects.

TGQ1: As an acclaimed political scientist of Nepal, how you Dr. Pant been analyzing the unfolding political events in this country? Are we heading for a positive peace or a negative one? Your comments please!

Dr. Pant: No Nepali could win any political race during the half-century long run competition of Nepali politics. The NC (Nepali Congress) was defeated, CPN-UML was defeated, CPN Maoist defeated, and the King was defeated. We all Nepali are losers. The winner is RAW; the winner is south block at last. Lastly, the impossible thing became possible, the bullock but not the cow, gave birth to a calf. The calf has created doubts, confusions, fears, dangers, and insecurity. The alien domination is rampant. A true Nepali is highly troubled for the dangers over sovereignty, independence and national integrity. The age-old tranquility is gone. The politics is in a very fluid state. Economy is deteriorating by the day and the administration is mired with lawlessness and anarchy. The parties in power are taking undue benefits. Corruption, black marketing, price hike is rampant. The government exists only for the namesake. Nepali and Indian criminals are working hand in hand to create lawlessness. There exists politics of revenge. There still seems a dual government action. People are paying taxes for the two. The whole scenario is frustrating. Danger! Still Existing in Nepal

We, the Nepalese people are fighting against the naked intervention of India’s RAW and CIA. The Republic, secularism and federalism are agendas of India-RAW & the CIA but are not the actual issues of Nepal.

Nepal is a country which has a long history of communal harmony where all castes, religions and languages have survived and flourished with tolerance and co-existence. The Nepali language establishes the unity and collective identity of the diverse ethnic groups of Nepal. The Nepali Language has been both the official and the Lingua Franca between ethnic groups of Nepal (as well as abroad). Because it is the international language, we respect English language too. We regard the Hindi Language also but not as an official language, because everybody has their own mother languages. If Hindi also is accepted as an official language that will mean the domination of India. And we’ll never support the suicidal demands of Indian agents.

Now, it’s because of our corrupt leaders we have to be dependent on India. There was a time in Nepal about 15 to 20 years back, where food were cheaper in Nepal than in India. We even had good factories for cloth, cement, leather etc. In the name of privatization our corrupt leaders fell prey to Indian conspiracy and sold the factories to Indian brokers by the traitor’s regime.
